GMs would need to declare this at the time of the buyout.
For example, it would normally cost a GM $1,000,000 through 2015-2016 (3 season) on a buyout for Player X. The GM could instead buy him out all in one year and pay $3,000,000 for the 2013-2014 season, if they had the cap space.
This rule is to help rebuilding teams if they have the cap space.
I am just proposing some rules I see i similar leagues, they do not necessarily fit the intent of the league to be as 'real' as possible.

I vote no for this..
I personally have had tonnes of cap space in each of the first two seasons.... I know salaries should inflate to adjust but it has not yet.
And this would benefit me, because i have Kipper.

Okay I thought about this one some more..
If it were to follow through I think that the buyout period should be at the beginning of the period..
IE before the draft and before RFA and FA signings. (for the lump sum)
Because if teams have some space left later in the year it can have 0 impact on them thus just giving them a huge eddge.
while now the bidding has not started so the GM is actually taking on risk with this move.
standard buyouts could still happen through the season (half cap hit over term of contract).

I like this rule from my other leagues as well. I also agree that it should be a pre-season rule, or before the half-way mark.
